This benefit targets individuals not covered under existing national or state food security schemes. The extra rice will be distributed through Aadhaar-authenticated fair price shops, supplementing current entitlements under NFSA, AAY, and SFSS.

Under this temporary provision, AAY families, who previously received 35 kg of rice per month, will now get 40 kg monthly during this period. District Collectors have been instructed to ensure delivery by October 31 and distribution by November 10.

The decision comes in response to complaints about inadequate monthly rations and aims to relieve pressure on rice millers handling surplus stock. While the Central Government has agreed to lift 8 lakh tonnes of Odisha’s 12 lakh tonne rice surplus, the state is exploring options to utilize the remaining 4 lakh tonnes. The extended Garib Kalyan Anna Yojana is expected to benefit over 2.4 crore individuals from 70.47 lakh families, including 8.28 lakh AAY households.
