What is the Odisha Labour Card / Shramik Card?
- The scheme is overseen by the Odisha Building and Other Construction Workers’ Welfare Board (OB&OCWWB).

How to Apply / Register Online (One-Time Registration)
Here’s the process to apply for the labour card through the online portal (NirmanShamik):
- Visit the Nirman Shramik portal:
https://www.nirmanshramik.odisha.gov.in (or the “Construction Worker / CW Login / Registration” section) - On the homepage, click “One-Time Registration” (if you are not yet registered).
- Fill your first name, last name, gender, mobile number, etc. Verify via OTP.
- After registration / login, access the application form. Fill in personal, address, employment, family & bank details.
- Upload required documents.
- Submit the form. Once verified, your application will be approved and you will be issued the labour card.
- You can track the status via Application Tracking option on the portal.
Note: The portal may sometimes be under maintenance (e.g. as per notice on 28-29 Sept 2024)
How to Check the Labour Card / Beneficiary List & Download
Once your application is approved, you can check or download your labour card and see whether your name is included in the list.
- On the portal, go to “Application Tracking” → enter your application tracking number to see status.
- For beneficiary / labour card lists (district-wise), the portal provides “Reports / Beneficiary Information” or similar sections.
- On the OB&OCWWB portal, there is a Download section for forms and reports.

Download Odisha Shramik (Labour) Card Online
Here is the complete process of how to download Shramik Card or Labour Card online in the Odisha state:
STEP 1: Firstly visit the official website at https://labour.odisha.gov.in/
STEP 2: At the homepage, click at the “Odisha Building & Other Construction Workers Welfare Board” link or directly click https://bocboard.labdirodisha.gov.in/Building/ or the new website link at https://nirmanshramik.odisha.gov.in.
STEP 3: Here the complete list of Odisha Labourers will open. Click at the district name and then the beneficiary details for the district will appear as shown below:
Note: Link on district name has been removed by the department, now, you can not check the complete list online. However, if enabled again, you can follow this process.
STEP 4: This Odisha new labour card list will comprise of name, D.O.B, regd no, address, registration date and establishment name. Here click at the link under “Regd. No” section.
STEP 5: Afterwards, the Odisha Labour (Shramik) Card will appear as shown below:-

In case the name of the labourer is not registered with the Odisha Building and Other Construction Workers Welfare Board, then follow the process below:-
Visit the official website at https://bocboard.labdirodisha.gov.in/ and click at the “Download” tab in the main menu.
Then click at the “Registration Form” option to open the Labour Card Application Form Odisha PDF as shown below.
All the shramik must download this application form, fill it accurately and submit it to the concerned authorities. After successful verification by authorities, labourer’s name would be registered with the Odisha Building and Other Construction Workers Welfare Board.
Eligibility Criteria for Odisha Building and Other Construction Workers Registration
The applicant must follow the following eligibility criteria while applying for the Odisha labour card:-
- The applicant must be the residence of Odisha
- The applicant must be above the age of 18 years.
- An applicant must be below the age of 60 years.
